Technical Specialist Positions
None of the technical specialists can be qualified "naturally"; they require an override on the competency page (with a suitable Justification). Otherwise they will not show up on the qualification card.
To give a Technical Specialist position to an employee, follow the steps below.
Navigate to Workforce Development>Competency Management>Track Person Competencies>Competencies.
Enter the individual’s Empl ID in the search page. When the Competencies page appears, select the middle file tab, “Competency Assignment”. (A)
To find the technical specialist position competencies to award, select a category and a type. Category should be “Position”. Choosing “Tech Postn” from the Type list will narrow the results even further. (B)
Note how many positions are in the list returned by the search. Click the arrow keys to scroll to the desired position in the list. (Alternate method: Click the “Find” link in the blue “Source Competencies” bar and type the position mnemonic in the find dialog.) (C)
When you have the desired position(s) in view, place a check in the box next to the position code. (D) You can select multiple positions or only one.
Click on the double-arrow/chevron to move the selected competencies to the individual’s “Assigned Competencies”. (E)
When those position codes appear at the top of the list of Assigned Competencies (F), move to the “Competency Rating” file tab. (G)
On the Competency Rating page (H), note the new position code(s) in the Assigned Competencies column for this employee. (I)
Select the appropriate Proficiency from the drop-down menus. For position competencies use “Attained”. (J)
You can change the Effective Date to reflect when the position is to take effect or went into effect, but it’s not required. If a competency has a desired end date, type it into the “Expiration Date” column.
Whenever you manually assign competencies to an individual, the system requires a statement of Justification. Click on the yellow “Justification” button. (K)
The “Reason for Adding Competency” window will open. Enter the Empl ID of the person authorizing this action. (L) (Use the person in YOUR unit or organization who is responsible for signing the Qual Cards for Technical Specialists, for example. Don’t use the person in this example.)
A narrative statement explaining why the action has been taken must be entered. Describe under what authorities and agency guidelines this position is assigned to this individual. If the position is related to the individual’s regular job, say so. Tell who authorized the action and what gives her/him the authority to do so. (M)
Click “OK”. (N)
The Competency Rating page appears again. Click the SAVE button to award the position(s) to the individual. (O)
The position(s) will now be visible on the individual’s Incident Qualification Card screen and you will be able to select them and print the card. [This procedure is also used as part of the process to award external training (that is, training that was not assigned to the individual using the Enterprise Learning components of IQCS).
