ACCOUNT REQUEST PROCESS:

1.                  IQCS Account Request –

·        Directions for filling out the request follow.  Avoid filling out the form by hand.  It is easy to mistake or misread the spelling of names and numbers.

·        The request is e-mailed or faxed to the appropriate agency representative.  Identify your representative from the IQCS document on the Website. (http://iqcs.nwcg.gov ->Documents->Security and Account Request->Agency Representatives)  The agency designate will validate the org codes and requested roles.  If you are requesting org codes from other agencies than your administrative agency (the agency that pays your salary) you must receive authorization from that agency’s regional designate before you receive access to that org.

·        The Agency Representative will forward/fax the account request to the IQCS Security Administrator to create the account.

2.                  IQCS Statement of Responsibility-

·        Read this document.  IQCS is an interagency application but the project was lead by the BLM and so all agencies must all adhere to basic BLM documentation and rulings.  Because of this, your signature signifies that you agree to those rulings and that it is understood that the application holds certain privacy act information (e.g. SSN, DOB, home telephone numbers, etc.) and that the agency also agrees to provide due diligence to protect privacy act data.

·        Sign the second page.

·        FAX to IQCS at (208) 947-3712

3.                  IQCS Rules of Behavior –

·        Read this document.  This will inform the user of what IQCS management expects of an account holder of IQCS.  It will also identify guideline on how to create the IQCS password and how protect the username and access to IQCS.

·        Sign the fifth page.  NOTE:  The IQCS System Security Administrator will sign the document upon receipt at the IQCS Help Desk.

·        FAX to IQCS at (208) 947-3712

 

When IQCS receives all 3 documents, including the validated request, and the name of your 1-on-1 instructor, the account is built.  The initial password and userid will be given to the 1-on-1 instructor to provide to the student at time of instruction.

 

INSTRUCTIONS FOR AGENCY REPRESENTATIVES:

 

If the account request is received by email, launch the document with Excel.

 

 

1.         Validate the requested roles for appropriateness for that person.  An explanation of the available roles is on the IQCS website (http://iqcs.nwcg.gov ->Documents->IQCS Reference Documentation->IQCS User Role Definitions.)  Roles will determine the pages that are accessible to the requestor.

 

 

 

 

 

2.         Validate the Org Codes.  Do not allow Unit IDs as substitutes for Org Codes.  A reference document of valid orgs is available on the IQCS website (http://iqcs.nwcg.gov ->Documents->IQCS Reference Documentation->Org Codes.)  Org codes will determine the people records that are accessible.  If the requestor is requesting access to another agency org code, authorization must be secured from the appropriate agency representative.  NOTE:  The ability to enroll student into a training session does not require that the student’s organization be listed in the permission list.

 

Modify the request if necessary and forward to Cindy Schafer (cindy_schafer@blm.gov).

Each January, the regional agency representative will receive a listing of IQCS account holders (those having logins) along with their roles and permission lists for the respective region.  The agency representative will validate the list and make any corrections as needed.  The corrected list should be returned to Cindy Schafer (cindy_schafer@blm.gov) for modification to the application.  This is to ensure that those that need access to IQCS have the appropriate permission.

 

 

 

 


 

Instructions for filling out the IQCS Account Request:

The IQCS Account Request is available from the IQCS Website  (http://iqcs.nwcg.gov -> Security Documents and Account Request).  Please type this form, if possible.  It is difficult to process a request the name or e-mail address is illegible.

 

 

Requestor Section:  This is filled in with account requestor’s information.

            Name:  Provide full legal name and preferred name.

Org code: The agency financial code of your organization.  Do not use Unit Identifier.

            Tele #:  Requestor’s desk phone number.

E-mail:  Requestor’s e-mail address (this address will be used to setup the Training Nomination process.)

 

Supervisor Section:  This is filled in with the supervisor info of the account requestor.

Name:  Provide name of the supervisor for the requestor.

Org code: The agency financial code of your organization.  Do not use Unit Identifier.

            Tele #:  Supervisor’s desk phone number.

Position:  Position Title

E-mail:  Requestor’s e-mail address (this address will be used to setup the Training Nomination process.)

 

 

Role Section:  IQCS Roles are built around activities or responsibilities that the requestor will perform in IQCS.  Refer to the IQCS document located on the IQCS website (http://iqcs.nwcg.gov ->Documents->IQCS Reference Documentation->IQCS User Role Definitions.)  NOTE:  the ability to enroll students into a training session does not require that the training officer or account manager must have access to the student’s org code.

 

 

Organization Section:  Orgs transacted on are the units over which you have responsibility.  Do not use Unit identifiers.  Refer to the IQCS document located on the IQCS website (http://iqcs.nwcg.gov ->Documents->IQCS Reference Documentation->Org Codes.)

 

Signature block:  a signature is required from the supervisor to acknowledge IQCS roles.  When the account request is transmitted electronically to the agency representative, the supervisor’s email serves as a signature.  NOTE:  It is the responsibility of the supervisor to notify the IQCS Help Desk when access is no longer required for the employee.

 

If the training is provided by one-on-one training provide the name and e-mail address of your trainer/mentor.  NOTE:  It is the responsibility of the 1-on-1 trainer to act as the ‘sponsor’ to IQCS.  You will request agency rep validation of the account request and ensure that security documents are on file with IQCS.  The agency rep for your region is documented in a document on the IQCS website (http://iqcs.nwcg.gov -> Documents -> Security Documents and Account Request -> Agency Representatives) The 1-on-1 trainer will receive the userid and initial password to give to the trainee at time of training. 

 

The Agency Representative will validate the request for the appropriate org codes and roles.  NOTE:  It may be necessary to modify the request to provide the correct org codes and roles.
